No logging of "correlation_id" at default log level

Describe the bug
NGINX Gateway fabric does not log correlation_id at the default log level info.
The NGINX agent does. This makes it hard for operators to troubleshoot.

To Reproduce
Just follow the "Get Started" guide and read logs from fabric and agent

Expected behavior
Both fabric and agent logs in a way that is consistent and enabled troubleshooting
