The intention of this issue is for user-facing docs so they understand what permissions are needed to run NGF. Which means this will need to go in the docs repo, probably here. |

Add references document defining NGF permissions
Problem: Users don't know about NGF security and permissions.
Solution: I added a references document that helps with that.
