Support creation of userrs and bot users via the provider

Hello @ngrok 👋🏼,

Huge fan of your product and excited about the possibilities of the Terraform provider.

I'd like to request resources (and data-sources, if you're so inclined) for creating human and bot-users with the provider.

My ultimate goal would be to be able to string user creation and API key creation together and "provision" users that way.
