COM ports on Windows >= COM10 require special handling

I have a RD6024 connected over USB,

It got assigned COM11 in Windows:

Trying to add it with COM11 doesn't work.

It works with \\.\COM11:

This is a Windows weirdness, but it would be great if ngscopeclient or xptools was able to handle this in the background.
