Function for F

Since F is used in the target_capacity function, should we create a function for F? Also does the parameter have a formal name or is it just "a variability parameter"?

We discussed this at today's meeting, and @neilwalton is considering adding a couple of variations to the way this is calculated.
(the current is the Pollaczek-Khinchine Formula, and a variation might be related to the Kingman bound).

In the meantime (definitely until working with real data), we can safely take F = 1

Thinking out loud: is F a bad idea for an argument name? F is (unfortunately) an alias for FALSE in R. Is there a more descriptive argument name that could be used?

Good point. It would be good to keep with lowercase too.

Other options might be:

• capacity_variability
• capacity_variance (could be confused with variance)
• variability_factor

I think there is also an argument 'factor' using in target_queue_size(), but this is not F. Should probably decide on this in Friday meeting.
