Move annotations into ni.measurementlink.discovery.v1.proto as a submodule.

At this time, I have re-defined one of the constants as a standalone constant in the ni.measurementlink.discovery.v1.client package I am creating.

@bkeryan Just to make sure I understand, do you mean a subpackage with its own pyproject.toml? Or just a subdirectory under src and including that in the packages list in the single pyproject.toml?

I still seem to confuse package and module, sometimes.

Neither. I mean import package, like this:

ni/measurementlink/discovery/v1/
     annotations/
         __init__.py
        py.typed
     discovery_service_pb2/
         __init__.py
        py.typed

as opposed to a module, like

ni/measurementlink/discovery/v1/
     annotations.py (untyped!)
     discovery_service_pb2/
         __init__.py
        py.typed

pyproject.toml should still reference ni/:

packages = [{include = "ni", from = "src"}]
