`Test Results` check does not work for PR in forks of the repo

When you create a PR from a fork of this repo, merging is blocked because the Test Results check does not appear.

Expected Behavior

The PR is mergable once it's approved and all checks pass.

Current Behavior

The PR is not mergable because the Test Results check never appears.
