EFA#131 efaCLI should be able to shut down or restart efa #268
Description
Currently, efa can only be restarted by user, admin or a time-based approach (standard: 4:00 am).
Computers which run efaRemote can be controlled remotely by restarting or stopping efaBths.
In some cases, it can be neccessary to restart efa by command line. Like in efaLive, when the system shall be shut down / rebooted,
you want to take down efa in a controlled way instead of just rebooting the system.
So, efaCLI should get a menu to restart efa (locally or remote).
A restart or stop of efa shall only be allowed when the admin used as a login is allowed to shut down or restart efa.
