[New Feature] Stack Setup - Make Challenge Stack Version Requirement Functional

Today the manifest file per challenge contain a minimum Kibana version. It would be great if the manifest version info can be checked and compared to the version of Kibana that is used during the setup (docker or remote) and pass / fail accordingly.

If this works, then it should be much easier to know if the Kibana version used during the setup will allow the selected challenges to be properly imported.
