After removing one of the two config dupes, I am able to launch Aerospace again.
FWIW I don't know how ~/.aerospace.toml came to be, I didn't create that one (I use a dotfiles repo that installs the one in the ~/.config/aerospace/ dir, and that one is a sym link to one in a different directory)
