Upgrading 3.1.4.19 to the latest 3.1.6.1 #5056

I am testing upgrading 3.1.4.19 to the latest 3.1.6.1 and although it seems to work for most existing users, I get issues when creating new users - they can login but seem to be unable to access any exising passwords

The Apache Error Log shows:
