Calculate FD from ``3dVolReg`` output parameters

This requires to finish up with nipy/nitransforms#45 at last.

With #15, we disabled the calculation of FD (both Power & RMSD) because of the issue above (which happens to be the reason why fMRIPrep has not moved to 3dVolReg either).
