chore: Update Gradle dependencies and baseline profiles

This commit updates several Gradle dependencies to their latest versions:
- `owaspDependencyCheck` from `12.1.6` to `12.1.8`
- `sonar` from `6.3.1.5724` to `7.0.0.6105`

Additionally, it migrates the OWASP plugin configuration to use the `.set()` method for property assignment, aligning with modern Gradle practices.

The baseline and startup profiles for the app have also been regenerated to reflect the latest code changes and dependency updates.
