Stop broadcasting view distance actions

Especially with people joining and leaving the server, view distance adjustments are quite frequent. The chat messages produced by this can interrupt normal chat behavior by making people pay less attention to chat if the majority of messages aren't relevant to them.

Suggestion:
Only send these messages to people with a certain permission (e.g. nitrado.performance_saver.notify)

Alternatives considered:

• Removing the messages altogether, the server log might be sufficient
• Using toasts instead of chat messages

This feature totally makes sense, but I still believe that the default should be that the messages are shown, to avoid any surprises of something "hidden" happening under the hood.

So I would add this behavior only when a config is set (like ViewRadius.RequireNotifyPermission).

We can add this, along with docs, in #6 PR if you like or in separate ones, whatever you like best.
