Update Maven deploy and publishing configuration

Removed the maven-deploy-plugin skip configuration from the nitrite-native-tests module, allowing it to be considered for deployment. Enhanced the central-publishing-maven-plugin setup in the root pom.xml by adding an execution for artifact publishing and specifying a deployment name.
