Transfer linyaps-flake to nix-community

linyaps-flake provides packaging for linyaps. The functionality of linyaps is somewhat similar to Snap and Flatpak, although the software ecosystems are not exactly the same. linyaps-flake is modified from https://github.com/SamLukeYes/linglong-flake, and the original author no longer maintains it.
