Migration Error due to Created By Field

Please refer the above Image. We have a Work Item where the Created By Field contains some special characters due to user's profile.

While migrating this Work Item the tool is throwing the below error.

Microsoft.TeamFoundation.WorkItemTracking.Client.UnexpectedErrorException: There is a problem on the server. Contact your Azure DevOps Server administrator. ---> System.Web.Services.Protocols.SoapException: %error="600177";%:AddConstant: The following string is not supported by database collation: %String="Cici Chen??";%.

Could you please help if anyone else has faced this issue? Any possible resolutions. Appreciate it. Thanks.
