LinkMigration failing : [SKIP] Unable to migrate link where Link of type System.LinkTypes.Related-Forward

I am migrating workitems into a different workitemtype within the same project.
While migrating links I am getting the following error message:

Migrating link for 414124 of type RelatedLink
[15:17:34 INF] [v14.3.10] [SKIP] Unable to migrate link where Link of type System.LinkTypes.Related-Forward where wiSourceL=414124, wiSourceR=407414, wiTargetL=414125, wiTargetR=407414 as target WI has not been migrated

Am I missing something in config file or migrating links between different workitem types is not possible?

Work item 407414 in the source has not been migrated. We cant create links to work items that don't exist yet, so they are skipped.

If the skipped links on the other end are migrated later, then the link back to this one will be added from there.
