Workitem Images are not loading in Traget organization after migration

Hi Team,
After migration is done in Azure devops from one organization to another, on some of the workitems the images are not getting loaded. I have set "FixHtmlAttachmentLinks": true, so the images which are not loading, the url is still linked to the source, its not converting the html to target.

Where are the images?

We currently fix images in the Description fields, but not in Comments.

Images in the comments are not getting loaded. But that not the case with all the workitems, I see that for some workitems they are getting loaded in the comment section as well. Images are in png format.

Hmm... it should work the same way for all of the images. Is there something different about the images that are not migrated? Are they stored outside of ADO?

No. They have been saved within ADO itself. I dont see any difference btween the images which are loaded and which are not
