AzureDevOpsPipelineProcessor not running

I'm migrating a project between orgs and while the work items are moved, I'm having trouble getting the AzureDevOpsPipelineProcessor to run, and I feel like there's something simple missing. Each run just stops after telemetry check. No error. Log and config attached.
