0 WorkItemTypes in the full source history

I'm trying to run the migration between two ADOs. The tool is running without any errors but no work items are copied. There are a couple workitemtypes in the source that aren't in the destination (Test Plan, Test Suite) but they are both in the exclusion statement. There are 498 work items in the source and nothing is getting copied to the destination.

I attached the output and config as files so to not clog the discussion.
