Config Upgrade?

I have a v15.2 config file that I want to update to v16. I saw in the documentation that there is a config updater. Could you please point in the right direction on how to use that tool and upgrade my config file to v16 without having to do it from scratch. Thanks. I've attached my v15.2 config file below.
