Cross Project work item linking without migrating the linked item

I am migrating work items from only a certain area path form OrgA/ProjectA to OrgB/ProjectB. While trying to migrate the links, the links that are in scope within the area path and migrated are linked properly. But, the work items that are in other area paths and not in scope for migration are not linked. Is there a way to make the remote (cross-org-project) link working ?
