Within HFX: Allow for some Meta-data to be added to the header:

• How was a missing Allel treated (e.g. as a homozygous Locus?)
• How was a missing Loci for an individual treated? (e.g. discard the sample, or somehow fill the gap)
• Other EM specific decisions
