Revisiting features request from OCSMesh technical memo

The following features have been requested back in 2021 by reviewers of "OCSMesh: a data-driven automated unstructured mesh generation software for coastal ocean modeling":

• Features that are important for coastal hydrodynamic modeling, such as:
  • Bathymetry slopes
  • Better meshing for jetties and breakwaters
  • ...
• Features that can improve size function efficiency:
  • Wavelength for long waves
  • Shoreline curvatures
  • ...
• Mesh merging capability
• Global mesh capability

Also:

• Resolve more geometric features of the input data
• Accommodate SCHISM mesh unique requirements that are different from ADCIRC, including
  • Quadrilateral elements

While some of these might have been partially addressed, I'm including the full list to track for future development. We'd like to discuss each of these items to reach a concrete feature request to add as GitHub Issues and start developing it.
