Transfer `avivkeller/request-codeowner-review` into @pkgjs

This is an action allowing for read-only CODEOWNER reviews, which, I would like to use in https://github.com/nodejs/nodejs.org, however, we don't typically allow actions from personal accounts. I'm happy to take full responsibility for the maintenance of this package.

+1 on moving it to @pkgjs.

@avivkeller is not a member of this team, so you need to open a PR for your nomination, and since you’re technically not a member of package-maintenance, you can’t make the transfer.

Per governance, after 72 hours without any objections from any member, it can be transferred to the organization (cc: @nodejs/package-maintenance), but since @avivkeller is not a member, I assume their nomination will have to go through first, and once that’s done, he can transfer this repo and maintain it if both nominations go well.

I’m not sure if it needs CPC approval since it’s a repository that was created just a week ago and it’s just a simple action.
