Governance: Sync up and GHA

We should delete the members document and governance document on nodejs.org repository, and move the GHA actions that are there (if still any) that should only exist here. (Apparently we have one, but it failed? https://github.com/nodejs/web-team/actions/runs/15986969454 cc @avivkeller)

Then we should update gov documents on all repositories the web team owns linking to the same governance documents here.
