As part of the re-write to use the PatternFly design system migrate the current ticket view so that it is feature-to-feature complete.

- require a view to interact with ticket models

- migrated current featureset to use PatternFly
- Inline editing
- New ticket uses same ticket interface
- Only fields user can edit are editable
