✔️ Rework Base Layout

As part of refactoring to PatternFly, the base layout (from routes root -> ) need to be reworked.

Details

refactor and tidy up code paths from routes -> each view. the focus is the layout and error handling.

root layout is to contain everything for the page except the "content area" with each actual view with data to only contain the "content"
