chore: remove duplicate specfact-gate.yml workflow

- specfact.yml is the new comprehensive workflow with PR annotations
- specfact-gate.yml was the old workflow with same triggers
- Removing to prevent duplicate workflow executions

Fixes: workflow running twice on each push
