CLI | Add a CLI command that changes the debug level

• NooBaa Operator Version: 4.20
• Platform: all

Actual behavior

1. Currently in order to increase/decrease the debug level we need patch it in noobaa-config as mentioned in https://access.redhat.com/solutions/7065581.

Expected behavior

1. Add a CLI command that validates and changes the debug level.

@romayalon, here is something that we have #948

@liranmauda that's nice! seems like it does a temporary change (see bullet 4), I would expect that the CLI command will apply the changes to the noobaa-config actually so it'll be persistent. I thought it's useful..
BTW, I think it's a great onboarding task
