manifest: Update pointer babblesim to v2.3

Update babblesim from version v2.2 to v2.3
Including updates for the phy conversion script,
(including removing dependendy on gnu-awk)
An updated libcrypto with new APIs for CCM packet
encryption/decryption.
And some other components minor updates.

Note it remains fully backwards compatible.
