scripts: requirements: bump nrf-regtool to 9.1.1

Fixed
* NCSDK-33220: Devicetree properties with the *-gpios naming pattern
  are no longer interpreted as GPIO pins if they have a type different
  than 'phandle-array'. This fixes an issue where 'nfct-pins-as-gpios',
  a boolean property, was interpreted as an array leading to a build
  failure.
