[nrf fromlist] dts: nordic: update nrf9280 nodes in dtsi

- Removed cpurad_uicr and cpuapp_uicr nodes and added uicr node
  at address 0xfff8000 for nRF9280.
- Add bicr node defined in same node as uicr but at offset 800.
- Add tdd_peripherals node.
