[nrf fromlist] tests: zms: Minor improvements

Upstream PR #: 94330

* Explicitly skip tests that depend on CONFIG_ZMS_LOOKUP_CACHE.

* In `testcase.yaml`, use `extra_configs` instead of `extra_args` for
  setting Kconfigs.
