[nrf fromtree] soc: nordic: gen_uicr: Enable IS_GEN_UICR_IMAGE by default

Enable IS_GEN_UICR_IMAGE by default for the gen_uicr image.

A recent change accidentally made this default n, and broke a bunch of
users.
