[nrf fromlist] ipc: ipc_service: Parametrize workqueue stack size

Add `IPC_SERVICE_BACKEND_ICBMSG_EP_BOUND_WORK_Q_STACK_SIZE` config
and parametrize its value depending on the optimization level.
