Background

• Biome is gaining popularity as a fast alternative to ESLint
• Currently, enforce-module-boundaries is only available for ESLint
• nx is working on monorepo support

• Create a Biome plugin for Nx (@nx/biome-plugin or similar)
• Implement enforce-module-boundaries rule for Biome
