add support for jest 30.x

Jest 30 was released on 2025.06.09 marking the first release of Jest in nearly two years.

Would like to see jest related nx plugins updated to support v30 to be able to take advantage of the many improvements. Currently, nx related plugins, etc. are pinned to ^29.x.x.
