Thresholds, restart delays

Add ability to define in project.json or nx.json custom delay for app restarting.
Sometimes the default is to fast and my large apps start refreshing to many times and the whole process froze.
So then i need to close whole terminal tab (kill manualy trash if were), and start dev server agian.
