Support status=RUNNING

Jenkins represents RUNNING as the empty string, but we currently don't have a way to express an empty string in the filter query syntax, and even if we did, it would be preferable to use `status=RUNNING` instead of `status=""` or some such (because the user sees `RUNNING` in the status output, and they have no real way of knowing that Jenkins represents `RUNNING` as an empty string).
