Cannot resize a VirtualKubernetesCluster -- `failed to merge metadata`

I tried to resize a virtual cluster workload pool, to see what would happen.

1. Create a virtual kubernetes cluster (if you don't already have one)
2. Wait until it's provisioned
3. Click it in the UI so you get an edit screen
4. Click "next" to get to the workload pool form, and edit the workload pool (pencil icon)
5. Use the slider to increase the workload pool size
6. Click "Update" to update the workload pool size
7. Click "Submit"
