OpenStack tenant resource cleanup

The workload cluster (client-side) OpenStack integration via the cloud provider can result in various resources that are left dangling once a cluster has been deleted, for example loadbalancers, volumes, snapshots.  We should look at integrating https://github.com/azimuth-cloud/cluster-api-janitor-openstack with the ClusterManager bundles to handle this as part of cluster deletion.
