Add proxy to NSDF INTERSECT deployment

Current Behavior

No proxy deployment of INTERSECT

Suggested solution

Want to add the INTERSECT proxy server to the deployment.

TODOs:

• Bump chart of intersect core from 0.0.3 -> 0.0.4
• Copy the proxy server example for values.yaml here
• Use the anchors in the example from here
• copy paste each of these into the values.yaml
• want the proxy password as a secret; get the broker password from the kube cluster and add that + new proxy server to the GitHub Actions secrets here
• add a anchor for the secret name to be added like here
