[NEOS-1793] Add first-party Kafka Sink Connector

We should offer a first party kafka sink connector that folks can use to anonymize data directly in their kafka pipelines.

A sink connector is a good first step as this can be plugged in directly to any kafka topic and used to anonymize data.

This could use our anonymization api and eventually pii detection to auto-anon data we find.
