feat: Evaluate Held Messages

The twitch chat IRC channel does not receive AutoMod held messages. In order to pull them you have to subscribe to the EventSub topic for held messages.

Avoid use of the PubSub interface to twitch (that chatterino uses for instance). This interface is planned for deprecation early 2025 see post starting in Feb and ending in April.

Note: We did a POC of this on a, now deleted, feature branch.

Here are some notes from the experience:

1. We need to put up a SSL enabled endpoint ahead of time to get the messages. Twitch will not deliver anything to "localhost". It needs a full prod URL and SSL cert.
2. The twitch CLI is quick and easy to use to confirm the functionality is connecting properly.
3. From a permissions standpoint all users of the application will need to re-authenticate to give us a "app token". Everything we do now is a "user token". Users need to give our app permission to their account rather than giving direct user access.
   • Keep in mind we still need to the user token as well for other things that an app token can't do.
