Allow local pseudonyms from different systems with PSEUDED type #125
Description
Currently we support the replacement of local pseudonyms with the system `` to DIC pseudonyms.
As PatientPseudonymisiert allows different pseudonym identifiers, we should be able to support different ones as well.
We need to consider:
- a deterministic order, so we will always use the same identifier to replace with a dic pseudonym
