Create 3rd edition of the DISCOVER Cookbook

The previous editions of the DISCOVER Cookbook were created in 2019 and 2023 time frame, but this is to track building the next addition.

Question for folks, what should be in the cookbook? What could be improved?

What we could use help right now is reviewing pull requests with the content tag

And helping triage (or write) content for issues with the content tag

I like this idea, though I'm unsure about the specifics of this covenant, as it's more general than just being for an event. Maybe some of the other parts should be elsewhere, such as not passing AI generated content off as your own as rule for contributions to the cookbook itself

As I wrote in the unconference discord

I think we should have a new section about inclusive practices during the event. This could include the Pacman rule (#27) and suggestions for how questions are asked (#22 and #180), which are both suggested. Also #42, #41, and #40 could fit in this section. Social events could be a subsection under this as well (#21 and the current https://discover-cookbook.numfocus.org/11_inclusive_practices_during_checkin.html#social-events) or could be a seperate section, but probably doesn't really go under "Inclusive practices during check-in" as it is currently.

There are some suggestions already in the Cookbook that would fit into this 'During the Conference' section. For example, those about encouraging session chairs to repeat questions from the audience over the microphone so everyone can hear, and ensuring that speakers use the microphone (currently located in the 'Venue Selection & On-Site Services' section). They could be included in a sub-section on inclusive and accessible practices during sessions

It might be helpful to include some kind of signaling to indicate which stage of event planning each suggestion in the cookbook applies to. Some suggestions are important in the early planning stages because they need to be considered in the budget or take longer to implement, while others can be addressed later.
