DOC: Document how to run the benchmarking suite

### Issue with current documentation:

The documentation currently does not exist.

### Idea or request for content:

There should be some documentation on how to run the benchmarking suite. This should include: how to install the required dependencies (`poetry install --with bench`), how to actually run the suite, how to use asv to publish a website of results.
