Improve and update jj completions (#1193)

I have updated jujutsu (jj) custom completions to take the recent
changes into account.

- upgrade from 0.33.0 to 0.36.0
- new commands (`jj gerrit upload`, `jj git colocation`, `jj tag
delete`, `jj tag set`)
    - removed obsolete and deprecated commands and options
- improve completions for bookmarks to track
